[From the May 18, 1911 Morning Olympian. Note this is only 6 months after the "Tenderloin District" was closed down. Prohibition came to Washington in 1916]: DRUNKEN MEN INSULT WOMEN ON THE STREET Mayor Harris and Chief of Police Wright to Be Asked to Clean Up Dives Complaint is to be made to Mayor Harris and Chief of Police Wright today against the manner in which the saloons along Main street [now Capitol Way], between Third [today known as State] and Fourth streets, are being conducted and unless the drunken men who tumble out of their doors are eliminated a demand will be made to have them closed up entirely. For some time past women who have been forced to go north of Fourth street for any purpose have been subjected to insult and it has reached the stage where one woman is not safe alone and even when accompanied by another woman has to submit to insulting remarks from drunken loafers. Two young women were insulted last night and in all probability the affair will be followed by arrests. The men suspected are both prominent and if they can be identified today warrants will be sworn out for their arrest. Complaints have become so numerous during the past few weeks that the parties interested are determined to take drastic action and unless Main street is cleared absolutely of drunken loafers, there is due to be a general cleanup. The insulting of women without escorts which is the pleasant past time indulged in by the drunken, low down rowdies has to cease, declared the police last night and they propose to arrest drunks on the streets. Incidentally there is a law against selling liquor to drunken men and saloonmen who permit men to get drunk in their places are liable to arrest and to have their license revoked. The manner in which certain saloons along Main street have been conducted has become notorious, but from now on those that sell liquor to drunken men, who permit women in their places and who keep open after hours are to be prosecuted. Business houses located north of Fourth street have merely tolerated the conditions for some time past because of the promise that they would be bettered. But since the saloonmen themselves have taken no action others will and the matter is not to be allowed to drop but Mayor Harris and Chief Wright will be informed of the complete details today and asked to see that all dives are cleaned up and the Main street of the city at least made safe for women who happened to be compelled to be out after electric lights are switched on.

Option 1. Oh, no, our women done been insulted. Hide the ladies in the cellar til we can clean up this town. Building a new parking garage might help.
Option 2. Drunken loafers? They must be from Ye Olde Evergreen College.
